Our Board

The PCT Boards of NHS Brent, NHS Ealing, NHS Hammersmith & Fulham, NHS Harrow, NHS Hillingdon, NHS Hounslow, NHS Kensington & Chelsea, NHS Westminster are composed of a single Board of the eight PCTs meeting in common with a single set of Non Executive Directors and Executives, as follows:

Jeff Zitron, Chair

Jeff has spent most of his career advising on the funding and delivery of major housing and regeneration investment projects and has written or co-written fifteen books on housing and public policy. He is Chair of a housing association, a director of several commercial companies working in the public and community services sectors, and a board member of a non-profit housing management organisation. Jeff joined Hammersmith and Fulham PCT Board in April 2007 and was appointed Chair of that PCT on 1 December 2007. Jeff is also chair of the Outer and Inner sub-cluster boards.

Trish Longdon, Vice Chair

Trish has held board positions at District Audit and the Audit Commission and served as Deputy Parliamentary and Health Service Ombudsman, investigating complaints about government and the NHS. Trish is Independent Complaint Monitor for the Criminal Records Bureau and a member of the Appointments Committee of the General Dental Council. Trish has undertaken value for money studies of the NHS and runs a complaint handling company. Trish joined Hammersmith and Fulham PCT Board in 2009 before becoming Vice Chair of the NHS North West London inner sub-cluster board in 2011.

Elizabeth Rantzen, Vice Chairman

Elizabeth holds an MBA from INSEAD, has a background in strategy consulting with KPMG and the Kingfisher group and is Director of the J Paul Getty Jr. Charitable Trust, which focuses on social welfare issues. She has been Director of Business Development in a law firm and run barristers' chambers. Her extensive experience in the not-for-profit sector, includes the board of Shelter and she also sits at the Employment Tribunal. Elizabeth joined Hammersmith and Fulham PCT Board before joining the NHS North West London inner sub-cluster board in 2011.

Fergus Cass, Audit Chairman

Fergus worked with Unilever for 36 years in finance and general management roles as well as heading business in South Eastern Europe. Fergus is a trustee of Hospices of Hope, which supports palliative care in Romania and neighbouring countries, and honorary treasurer of Book Aid International. He holds a BA in Economics, MA in Political Economy of Eastern Europe and Russia and is a qualified accountant. Fergus joined Kensington and Chelsea PCT Board before joining NHS North West London inner sub-cluster board. Fergus is chair of the Audit Committee.

Arif Kamal, Non Executive Director

Arif is the Group Finance Director of GL Hearn, a property consultancy company. Arif is a member of the Managing Partners Forum, where GL Hearn have been runners up in the Best Financially Managed Firm category. His finance team was also a finalist in the Accountancy Age Awards in the Best Finance Team category. Arif holds a BA (Hons) in Economics & Public Administration, MBA and is a Fellow of the Chartered Association of Certified Accountants where he sits on the Disciplinary Committee.

Martin Roberts, Non Executive Director

Martin has an extensive background in civil service working mainly in the Department of Trade and Industry, but also briefly in other Whitehall departments. Later he transferred to the Treasury and then joined the Financial Services as Director of Insurance and Friendly Societies. Martin left the FSA to become a regulatory consultant with a national law firm, Beachcroft LLP. He was appointed to Ealing PCT's board in 2009 and was also interim Chair of NHS Hillingdon until the end of March 2010.

Chandresh Somani, Non Executive Director

Chandresh is a professionally qualified accountant, with experience of both private and public sectors at board level. He has lived in Brent for over 20 years.

Peter Worthington, Associate Board Member

Peter is an independent management consultant specialising in material commercial negotiations and international energy/natural resources matters. Peter previously spent 30 years in senior management and commercial positions in global natural resources companies BHP Billiton and Rio Tinto (CRA), private legal practice and private business ventures. Peter was appointed to the NHS Hammersmith and Fulham PCT Board on 1 April 2009 for a four year term.

Anne Rainsberry, Chief Executive (Accountable Officer)

Anne Rainsberry

Dr Anne Rainsberry first became an HR Director in the NHS in 1995 holding a number of Board level positions in London. Anne joined the Department of Health in 2001, first as Director of Workforce Development in the South East Regional Office and later the Department of Health and Social Care Sector, leading workforce modernisation in the NHS and Social Care across the south east and subsequently the south of England. In 2004, she was appointed as Director of Human Resources for the Department of Health leading HR policy for its 26 arms length bodies. In 2005 she was awarded Doctorate of Business Administration with distinction.

Mark Spencer, Medical Director

Mark Spencer

Mark has been GP and trainer in Acton since 1989 in a medium sized practice where he is now senior partner and maintains an interest in respiratory disease amongst others. He became involved in commissioning with an interest in Evidence Based Medicine via fundholding and was then in the leadership teams of PCG and then Ealing PCT where he was lead Clinical Director and PEC Chair before moving to give clinical input in NHS North West London

David Slegg, Director of Finance

David Slegg

David began his working life as a NHS Finance Trainee. He has held a number of finance roles at commissioner and provider level including ten years as a Finance Director in an acute trust and has also worked in a number of organisations that have undergone strategic and organisational change. David is a member of the Chartered Institute of Public Finance and Accountancy and has graduated from Henley Business School with an MBA. David was previously the Director of Finance for NHS Ealing.

 

Jonathan Wise, Acting Director of Finance

jonathan-wise.jpg Jonathan was appointed Director of Finance and Performance of NHS Brent and NHS Harrow from 1 Jan 2011. Prior to this he was Director of Finance and Performance for NHS Brent. Jonathan joined the NHS after completing a degree in Economics and has worked in NHS financial management in London for over 25 years, including at NHS London and the Department of Health. Jonathan has a Masters in Health Planning and Financing and is a qualified Chartered Public Finance Accountant.

Denise Chaffer, Director of Nursing

Denise Chaffer


Denise holds an RGN, RM, Dip N (London) BA Ed (Hons) and MA in Health and Social Care. Her clinical roles, have included surgical, gynaecological, midwifery and community nursing. She has held the position of National Education advisor for the Royal College of Nursing, Director of Nursing Education at St Georges Hospital and Director of Nursing at a number of trusts as well as being Deputy to the Medical Director at NHS London. Denise chaired the Midwifery Society at the Royal College of and represented the Royal College of Nursing at the International Confederation for Midwives in Oslo and Manila. Denise is a member of the Clinical Senate for London. 

Dr Andrew Howe, Director of Public Health

Andrew is the jointly appointed Director of Public Health (DPH) for NHS Harrow and Harrow Council as well as being designated Director of Public Health for NHS North West London. After medical training, Andrew worked as a doctor in hospital medicine in both Cardiology and Gastroenterology before working as a General Practitioner. Following aid work in Afghanistan, Andrew commenced work in Public Health and before joining Harrow his most recent public health post was as Director of Public Health for Blackpool PCT and Blackpool Council.

Daniel Elkeles, Director of Strategy

Daniel Elkeles


Prior to his appointment at NHS North West London, Daniel was the Flu Resilience Director for London. Ten years in acute hospital management for a number of organisations in London has included roles as Deputy Chief Executive and Chief Operating Officer for North West London Hospitals NHS Trust. Daniel began his management career as an NHS Management Trainee followed by working for leading management consultants PwC.

Nick Relph, Chief Executive, Ealing,Hounslow, Hillingdon PCTs

nick-relph.jpg Nick trained as an accountant in the NHS before being appointed Chief Executive of the Thames Valley Strategic Health Authority in 2002. Latterly he has worked with a venture capital backed organisation to deliver improved elective care and enhanced clinical outcomes.

Rob Larkman, Chief Executive, Brent & Harrow PCTs

rob-larkman.jpg Rob Larkman has been an NHS Chief Executive for over 13 years in both provider and commissioning organisations. He has a background in financial management and worked in advertising and management consultancy before joining the NHS in 1993. He was Chief Executive of NHS Camden between 2002 and 2009 and, most recently, was the Chief Executive of the Whittington

Sarah Whiting, Chief Executive, Hammersmith & Fulham, Kensington & Chelsea, Westminster PCTs

sarah-whiting.jpg Sarah was appointed Chief Executive of the INWL PCT cluster in October 2010, having previously been Managing Director at NHS Hammersmith and Fulham. Sarah has worked in the NHS for over 15 years in various commissioning roles. Sarah worked at Kensington, Chelsea and Westminster Health Authority before joining Hammersmith and Fulham Primary Care Trust in 2002, as Director of Commissioning. The role grew to include corporate, performance and strategy before Sarah took over as interim Chief Executive, then Managing Director.

Ian Adams, Director of Communications

Ian Adams

Ian Adams has held a number of board-level communications and marketing positions in the education and health sectors, and prior to this he undertook several management roles for the BBC. He joined the NHS in January 2010 and in February 2011 was confirmed as Director of Communications for North West London Cluster. Ian holds an MBA (Distinction) and, outside work, serves as a Local Authority Councillor, is a non-executive Director of a social housing provider and Governor of a Further Education college.

Karen Clinton, Director of Primary Care


Karen has qualified as a Registered Psychiatric Nurse, Registered General Nurse and Health Visitor and held clinical positions in mental health, primary care and public health. As Primary Care Lead at Kent Strategic Health Authority Karen oversaw the introduction of new dental contracts across Kent and at South East Coast Strategic Health Authority lead on a fitness for purpose review of PCTs across the sector. In 2008 she was appointed Assistant Director of Primary Care at NHS Westminster.
